Background: Mr. Reyes was born and raised in Santa Barbara, California. He was educated in Santa Barbara and earned a Bachelor's Degree in Sociology at the University of California at Santa Barbara, receiving Highest Honors. He attended Harvard University thereafter in the Ph. D. Program, Department of Sociology. He then obtained a Jurist Doctorate degree from California Western School of Law in San Diego, California in 1983. He was awarded a Ford Foundation Scholarship, a Harvard Scholarship, and a John and Robert Kennedy Legal Scholarship.

He has maintained a general legal practice for 25 years in Santa Barbara, California and has also practiced in Hanover, New Hampshire area for 2 years. He has been a member of the Santa Barbara County Bar Association, the Santa Barbara County Lawyer Referral Service as Vice President and the New Hampshire Bar Association. He is admitted to the practice of law in both the states of California and New Hampshire.
